Science, technology and innovation encompass enormous potential for developing countries to leap-frog and find their opportunities in emerging markets. At the same time, the framework needs to be open for experimentations, adaptations and general flexibility to react upon trends and developments. The panel critically addresses the strategic ambitions, goals and actions Cambodia can take today to be ready for the future.

Thinking beyond the currently most prominent garment sector in Cambodia, includes thinking about diversification and value creation through becoming a part of the regional and global electronic and automotive value chain. In particular, Cambodia’s electronics and automotives sector have seen growth in several special economic zones. To attract more international investors to Cambodia, the new investment law defines incentives and procedures for a better investment environment, alongside the development of electronics and automotive roadmaps. From the investor aspect, factors such as political stability, safety, dispute settlement, connectivity, talents and taxation play a role impacting the profitability of long-term investments. The panel will shed light from diverse perspectives on the current investment environment in the electronics and automotive sector and the needed next steps for Cambodia to become a compelling business location.

Both, energy and water impact the livelihood of Cambodians and the competitiveness of Cambodia's economy. The mega trend, propelled by Western governments, for urgent climate action and the achievements of CO2 emission free societies reveal investment opportunities through new funding sources and global programs. In return, partners need to be ready for investment and large scale transformations. The panel discusses the current water and energy systems with its peaks and flaws and debates the global trends and options for Cambodia.

The Covid crisis showed that health has to be seen in a broader context, which brought OneHealth concepts on the global stage. A system perspective instead of silo thinking becomes paramount for sustainable and healthy nations. This reflects on agriculture habits, keeping space for nature and creating resilient health systems. In both sectors, technologies enable new business models, more transparency and a systematic data approach for decision makers. Developing these models and including all stakeholders remains a challenge. The goal of coming back stronger, needs rethinking, new approaches and a will of decision makers in government and business.

The backbone of a digital society, government and economy are skilled talents feeding the system with new ideas and solutions. It remains one main issue for companies to find the needed talents or to develop frameworks to train their talents without losing them to a better paying competitor. Universities are struggling keeping their curricula uptodate and finding talented teachers. Governments are under pressure to define the needed skills for long term growth and to facilitate between universities, schools and private sector actors. Meanwhile the big organizations struggle, the mindset of the young generation is changing. Expectations are different, needs changed and wishes are shifting. The young talents are seeking for purpose and fluid education and working environments. Developing a strategic framework, taking all angles into consideration is the main discussion point of this panel.

In a digital world, value is created based on algorithms, data and sales functions. In particular, the legal use of data, monetization of data and the ownership rights still remain open. Today's international corporate tax rules are not fit for the realities of the modern global economy and do not capture business models that can make profit from digital services in a country without being physically present. Existing tax rules often fail to recognise the new ways in which profits are created in the digital world, for instance for user generated value. Furthermore, tax can hinder or strengthen the startup scene and slacken innovation. Finding a balance between what the tax department aspires and companies need requires a fine touch of diplomacy. The panel takes up the challenge of balancing the interests and needs of diverse stakeholders.

Governments around the globe are working on inhouse digital initiatives, improved services for citizens and government to government applications. The goal is clear: Increase the productivity, transparency, efficiency and effectiveness of government services. The roadblocks on the journey to a digital service heaven are manifold, ranging from missing digital experts in government agencies, silo thinking to access to finance. In many cases, governments develop polished roadmaps and strategy papers, which barely see the real light of manifestation. The question evolving is how governments can overcome their standard businesses and routines and encourage a digital innovation friendly environment.

With the dawn of digital economies, the amount of cyberattacks has increased. The majority of cyberattacks are financially motivated and actors try to infiltrate a target system to employ malware, steal data or withdraw funds. The demand for cybersecurity often outpaces the available approaches, the adaptation of systems and the training of cybersecurity experts to keep systems safe. Safeguarding their own operations and information is key. This is why cybersecurity needs capacity building programs and cooperation between governments, companies and education centers. The more data is generated, processed and used, the higher is the demand for trust. The panel takes up the demand of cybersecurity and exchanges initiatives, solutions and ways forward.
